Grenoble Alpes Métropole, made up of 49 municipalities, was the first French local authority to adopt an Air Energy Climate Plan (PAEC) in 2005. In 2014, it will set up an Observatory of the Air Energy Climate Plan in 2014, to monitor energy production and consumption and GHG emissions.
