Local and community-based adaptation requires a shift in governance at all levels, emphasizing transborder cooperation, decentralization, and climate partnerships. Vulnerable groups bear the brunt of accelerating crises, highlighting the need for citizen and community agency. EU policies must prioritize community-based adaptation both within and outside Europe, integrating mitigation and adaptation efforts across all crisis levels (climate, biodiversity, pollution) for effective and holistic solutions.
