Paratransit Structuring Agora: Lessons Learned from Experience

Pitch

How do independent operators become an organised sector, financed and recognised by the authorities?

This Agora puts two leading African experiences up for debate.

In Pretoria, the TTSA project (Transforming Transit in South Africa) brought minibus-taxi owners together in an operating company and paved the way for financing a new fleet: DBSA (Development Bank of Southern Africa) presents it, the World Bank (SSATP) shares its views. In Senegal, nearly twenty years of reforms grouped operators, renewed more than 2,600 vehicles and introduced contracts with the authority: Dr Ibrahima Diaou (ECO ACCESS) draws out what lasted and what did not. Nico McLachlan (ODA) opens the session; each case is followed by a debate where operators get the floor.
