Lille Low Carbon Pact

In June 2021, the City of Lille signed its Lille Low Carbon Pact, bringing together more than 140 participants from the construction sector (developers, promoters, social landlords, architects, design offices, etc.) in order to collectively pursue ambitions for a low carbon city.

Overview of the project

In June 2021, the City of Lille signed its Lille Low Carbon Pact, bringing together more than 140 participants from the construction sector (developers, promoters, social landlords, architects, design offices, etc.) in order to collectively set out ambitions for a low-carbon city in a negotiated urban planning approach. This approach has been developed in a collegial manner over a period of two years, with a view to the widespread adoption of concrete, climate-friendly measures. In concrete terms, this Pact translates into nearly 90 operational requirements relating to the themes of energy and water, low-carbon materials and the circular economy, nature, biodiversity and urban agriculture, adaptation to climate change, sustainable mobility and well-being.
All professional project developers undertake to comply with these requirements in the operations they carry out in the Lille area, whether for new construction, renovation, development, housing, shops, offices, etc.
These requirements are prioritised according to their environmental impact and cost, precise as to the results to be achieved, technically and economically feasible, measurable and assessable.

Quantitative results

The Lille Low Carbon Pact has been signed by more than 140 partners, including planners, associations and federations of professionals as well as developers.

Qualitative results

The Pact is steered and monitored within the framework of the “Lille Low Carbon Club”, which is led by the City of Lille and brings together all the players involved in the process. This club is resolutely part of a multi-partner dynamic. It enables the collaborative management of the initiative at the territorial level.

The City of Lille has been acting for many years to fight climate change and adapt to its impacts on the territory. It promotes a more sustainable development of the territory adapted to tomorrow’s climate and to all. The reinforcement of the consideration of climate-air-energy issues in planning and urban development documents and the massive renovation of social rental housing are all actions supported by the City and reinforced by the signature of the Pacte Lille Bas Carbone.
