Overview of the project

Launched in December 2025, the AdaptationHubs project brings together 32 European partners. Its objective is to establish a dedicated adaptation hub in every European Union Member State, creating stronger links between national and European climate adaptation initiatives while giving greater visibility to local needs and actions. The project will also introduce cross-border twinning schemes between territorial stakeholders in each country to encourage the exchange of experiences and accelerate action on the complex issue of climate adaptation.

France’s Climate Change Adaptation Mission, led by the French government, fully reflects this approach. It brings together public agencies involved in climate adaptation -including Cerema, ADEME, ANCT, OFB, Météo-France, the Water Agencies, ANAP, and Banque des Territoires-to support territories facing the increasingly severe impacts of climate change.

Some national adaptation hubs are already operational and will be strengthened through the project. This is the case in France with both the French Adaptation Mission and the Climate Change Adaptation Resource Centre, which were created to support local authorities and stakeholders engaged in adaptation by providing guidance and facilitating access to practical solutions.

In countries where national adaptation hubs are still in the early stages of development, project partners will provide advice, training, and shared resources to help them benefit from the experience of the most advanced countries. At the European level, the project will connect national hubs with existing EU tools and initiatives while promoting the exchange of knowledge and lessons learned.

Objective

The AdaptationHubs project aims to establish 27 national adaptation hubs across Europe to strengthen coordination on climate change adaptation. In France, it will support existing multi-stakeholder initiatives such as the French Adaptation Mission and the Climate Change Adaptation Resource Centre.

As the project is still ongoing, it is too early to provide quantitative results.

Qualitative results

The current and expected outcomes of the AdaptationHubs project and its implementation across the European Union include:

  • Strengthening multi-level governance by reinforcing cooperation between local, national, and European levels and improving coordination between local initiatives and European climate adaptation policies.
  • Supporting or establishing a national adaptation hub in each of the 27 EU Member States, following the example of France’s Adaptation Mission.
  • Building collective capacity through training, exchanges of best practices and lessons learned among the 32 project partners, and a better understanding of different national approaches.
  • Promoting the dissemination and sharing of knowledge.

Cerema, France’s public reference center for territorial planning, supports the French government, local authorities, and businesses in adapting territories to climate change. It plays a key role in designing and implementing national public policies and territorial projects tailored to tomorrow’s climate across six areas of expertise: territorial planning and strategies, buildings, mobility, transport infrastructure, environment and natural risks, and marine and coastal management. Internationally, Cerema contributes to the dissemination and sharing of knowledge, standardization, and technical assistance in its fields of expertise through European and international research and innovation, participation in France’s development cooperation policy, and decentralized cooperation initiatives.
