Method for Monitoring, Evaluating and Learning from Adaptation Measures
Citepa supports the French government, developing countries and businesses in the ecological transition towards a sustainable world.
Overview of the project
Monitoring, evaluation and learning (MEL) systems are key to measuring progress in adapting to climate change. Our methodology, which is aligned with the Paris Agreement’s Global Adaptation Objective and the EAU-Belem group, offers a set of targeted indicators to assess the effectiveness of actions, stakeholders’ ability to anticipate change and their ability to adapt in the long term.
Develop a Monitoring / Evaluation / Learning methodology aimed at carrying out a comparative analysis of existing adaptation indicators, and propose a simplified set of indicators for reporting to the UNFCCC.
Ongoing research
Projet toujours en cours
The number of indicators has been reduced from around 400 to 90. They will be used primarily for international reporting to the UNFCCC. The results will be made public when the National Adaptation Plan is published in 2025.
The methodology developed, as well as the simplified set of indicators, have been validated by the partner country. Designed to be sufficiently comprehensive, this methodology offers a global view of the state of adaptation in a country. It makes it possible to assess the level of maturity in terms of adaptation and to monitor the progress made over time.
