PACAEDC-YAOUNDE IV (Municipal Action Plan for Sustainable Energy and Climate)

The PACAEDC project is a very large project that raises awareness among the population about the development and importance of sanitation in their neighbourhoods, and aims to pioneer the planning and development of the Climate Energy Plan of the city of Yaoundé IV.

Overview of the project

The city of Yaoundé 4 has about 65 neighbourhoods and villages that suffer from the following facts: the insalubrity of the neighbourhoods, the low participation of citizens in the definition and management of local policies for sustainable development and planning in favour of access to sustainable energy and climate resilience.

The present action is based on the planning and elaboration of the Climate Energy Plan of the city of Yaoundé IV, which is positioned as a collective action facility for the access of youth, women and men to basic social services and to clean energy sources such as photovoltaic energy, biogas obtained through the valorization of organic waste through the operation of various community methanizers and the valorization of plastic waste into paving stones.

To do so, the overall objective of the action is to contribute to the improvement of citizen participation for continuous access for more than 600,000 people to decent housing while ensuring better planning of sustainable energy sources and climate in the commune of Yaoundé 4.

More specifically, this will involve:

  • OS1: Promote the establishment of mechanisms for the participation of populations in the management of local public affairs.
  • OS2: Bring the populations to participative planning and adopt an action plan favouring access to sustainable energies and climate.
  • OS3: Strengthen the capacities of the population and the Yaoundé IV City Hall in the sustainable management of solid and liquid waste and in the implementation of new sustainable energy sources.

Quantitative results
  • More than 6,548,000 people affected nationally
  • 500,600 people reached in Yaoundé 4
  • 06 decisions signed; 5 deliberations
  • 130 UIC (Universités Itinérantes Citoyennes) held, with 4737 participants including 3057 men and 1680 women, 2627 young people (under 40 years old)
  • 01 Climate-Energy Plan developed and validated by the JRC report of the European Union
  • 9 community methanizers have been built
  • 400 households have been supplied with solar photovoltaic kits and terminals
  • 12 solar photovoltaic terminals built
  • 130 young people have also been trained in the maintenance of these kits and solar terminals.
Qualitative results
  • Diagnostic report on local policies and programs on the environment, and access to basic social services
  • Taking into account the gender approach (women, youth, disabled)
  • Validation of the Yaoundé IV Climate-Energy Plan by the European Union
  • Different scenarios developed: rational use of biomass, use of biogas, efficient road transport, efficiency and energy mix
  • The promotion and adoption of a Participatory Budgeting process
  • A law on the influence of local authorities in the process of local and decentralized development of the country

The project is funded through a grant from the European Union (GRANT CONTRACT No. CRIS CSO-LA/2017/385-317), Yaoundé IV City Council, OAI-DEMOS.
