Project to improve integrated value chains for clean energy and agriculture (E-DOYLU)
ENDA Energy is an international NGO based in Dakar, Senegal, and a member of the Enda Third World network, created in 1982. It is heavily involved in issues and actions related to energy, climate change, and gender in Africa.
Overview of the project
The initiative involves the establishment of a hybrid Public-Private-Community Partnership (PPCP) model to ensure the economic viability of a 10-hectare community agricultural farm. Thanks to the EDOYLU project, Enda Energie was able to rehabilitate the farm, equip it with autonomous solar energy, and set up an irrigation system (including basins, sprinklers, and drip irrigation).
The HYDRIQUE model combines the community management of a women’s group (GIE) with 4 hectares and a private entrepreneur managing 6 hectares, representing 40% and 60% of the area respectively. The GIE, called KAWRAL, comprises 76 members (69 women and 7 men). Each member is entitled to an individual plot of 400 m², but must first pay a membership fee of 5,000 F CFA per plot, which goes toward the operation of the Community Farm Management Fund (GPF).
After each cultivation cycle, each plot contributes 5,000 F CFA, of which 80% is allocated to equipment maintenance and depreciation, and 10% is returned to the GPF. Typically, members cultivate a common crop, decided in accordance with the season and in coordination with the private partner, while each beneficiary manages their individual plot.
The private company, in this case FERME OUROCALE, is responsible for enhancing farm production and productivity, providing technical and market support to the GIE, creating local jobs and income opportunities, and ensuring the farm’s economic viability to secure the operational sustainability of activities. The company also covers 20% of profits for investment amortization.
Operating as a demonstration farm, the company mobilizes and trains youth, providing them with hands-on experience in farm management and agricultural techniques.
The overall objective of this project is to increase job creation for young people and women in the municipality of Pata through access to clean energy services and the development of agricultural value chains.
Ongoing research
July 2023 to July 2024
In 2024, two campaigns were carried out by all members of the GIE, while the third winter campaign saw minority participation, with around fifteen people taking part. After evaluation, the GPF was able to generate more than 843,000 CFA francs through all its members and mobilise 463,000 CFA francs for the GIE’s coffers and 751,500 CFA francs for maintenance. At the same time, the company employed around ten people in addition to the trainees (5) and generated a turnover of more than 15 million CFA francs in its first year through the production of tomatoes (5), chillies (3T), turnips and cucumbers. With these earnings, it rehabilitated an incubation and training centre, which welcomed more than 50 student interns from agricultural schools across the country.

The project has made it possible to:
Implement modern developments to increase productivity and production: water management through energy self-sufficiency with solarisation of boreholes and plot development.
Establish a suitable economic model combining traditional and modern agricultural practices, as well as bringing together farmers and agricultural technicians; operationalise a farm established five years earlier and ensure and motivate the hopes of the population.
Adopt and promote agroecological practices (organic fertilisers, arboriculture, fodder crops, etc.).
Set up a training field and acquire an incubation centre.
